If Mrs. Clinton gets the Democratic nomination, there is some chance — nobody knows how big — that we’ll get universal health care in the next administration. If Mr. Obama gets the nomination, it just won’t happen.
It won't happen no matter who wins.
You may get universal health insurance. Neither offers universal health care. I really wish alla youse would stop twisting that.

Here's how I read his argument: Clinton's plan covers more at a cheaper cost to tax payers. Because it requires everyone to be insured it is closer to full coverage and to full health care than Obama's plan.

He's making a political argument
That's not his whole argument. And the fusion with politics is done incorrectly.
