WASHINGTON, April 17 — The Bush administration issued a guarded expression of concern about Israel's killing of the new Gaza Strip leader of Hamas on Saturday, saying that it "strongly urges" Israel to exercise restraint in retaliating for Palestinian attacks at a particularly delicate moment.
