Officials don't see attack as imminent

WASHINGTON — The U.S. financial institutions identified in a recently disclosed al-Qaeda surveillance operation are not believed to be at imminent risk of attack, two federal law enforcement officials with knowledge of the investigation said Tuesday.

That must have been in the first draft of Ridge's speech. Before Rove replaced "Duct tape will be made available to all of the employees in these various institutions" with "we owe our safety to the strength and resolve of our leader, George W. Bush, and his courageous military efforts overseas."
